In June 2022, Apple moved at least a significant percentage of iPad production from China to Vietnam and had planned to do so for about a year.
According to Nikkei Asia, Apple is now working to move the development of what it calls New Product Introduction (NPI) to Vietnam. It's a significant move away from China, but it's being done in partnership with Chinese iPad maker BYD.

This means that both companies will have engineers on site and laboratory tests of the new device.
