From now on, all supplies to the National Health System ( NHS ), worth over 60,000 euros, will be made electronically, while at the same time an electronic register of suppliers is being created.
Through the platform provided by the National Electronic Public Procurement System, the Health Procurement Committee (HPC), as the Central Procurement Authority for conducting tenders, Health Institutions and Other Institutions of par. 1, article 9 of Law 3580/2007 (except Health Institutions) will carry out the entire tendering process of a public contract electronically, such as the preparation and publication of the tender notice, the submission of tenders by candidates, their evaluation, as well as the preparation and conclusion of the tender contract.
It is noted that this specific electronic platform has been made mandatory by the Health Procurement Committee since July 1st and by the Health Institutions since October 1st.
“The Health Procurement Committee and the Health Institutions are obliged to use this platform for every tender procedure equal to or greater than 60,000 euros, as provided for in article 136 of Law 4281/2014 (A' 160)”, states in a relevant announcement the chairman of the Health Procurement Committee, Christos Giannaris, who points out that “the National Electronic Public Procurement System is a complex and original project for the country, the implementation of which will, on the one hand, yield significant economic benefits and, on the other hand, will modernize the procedures for awarding public contracts”.
Economic operators who wish to participate in the electronic tenders that will be conducted by the EPY, as well as in the re-tenders (call offs) that will be conducted by the Hospitals and the EPY Supervisory Bodies, must register in the Supplier Register of the General Secretariat of Commerce, which is responsible for the implementation of ESIDIS in collaboration with the contracting company.
