Microsoft is currently limiting the availability of Windows 10 20H2 to provide all users who want to upgrade the best possible experience when downloading and upgrading the operating system.

After the release of Windows 10 20H2 (also known as the October 2020 Update), it immediately began rolling out to users who manually checked for updates via Windows Update (searchers) on devices running Windows 10 1903 or later.
According to Microsoft's 20H2 feature update support page, customers must have installed Windows 10 2004 Servicing Stack Update and KB4579311 or later before upgrading.
While the update slowdown only applies to classic users and not to people who are looking for it, it doesn't necessarily mean that requesters who are unable to update to Windows 10 20H2 have incompatible hardware, as this time, their systems are also included in the throttling process.
The ongoing throttling process is part of an effort that will end when Microsoft is confident that the remaining users left to upgrade are not affected by the remaining compatibility features and that the download servers can handle the number of update requests.
Microsoft says it will “slowly increase availability over the coming weeks to ensure a reliable download experience,” according to the Windows 10 Health Dashboard. “As a result, the update may not be offered to you immediately.”
This makes the rollout gradual and slow, with some users waiting to install it via Windows Update, even though their devices are not excluded from any of the security fixes that Microsoft has already enabled since the release of 20H2.
Although Microsoft does not recommend bypassing security blocks, you can do so using the Media Creation Tool or with the help of a new Windows 10 group policy designed to allow users to bypass update blocks.
