Open access to research results, i.e. the free availability of research resulting from scientific evaluation processes, aims to widely disseminate knowledge, intensify research and exploit research results to promote innovation. An open access scientific publication is available immediately and free of charge to all internet users. A publication can be provided with Open Access either through publication in open access journals (the so-called golden path), or through posting the publication in institutional repositories (the so-called green path).
–Definition from the Budapest Open Access Initiative-
Ensuring open access to the country's scientific production is a significant challenge for traditional forms of publishing activity and at the same time marks the transition to new forms of publishing research results. It is also a significant opportunity for the promotion, at an international level, of the country's scientific production. According to a recent study, the number of journals publishing with open access models is rapidly growing worldwide: in 2011 alone, it is estimated that 191,000 open access publications were published in 4,769 journals (a figure that represents approximately 20% of publications in scientific journals).
Open access initiatives are increasingly supported by developments in the international arena regarding policies on access to publicly funded research, such as the recent recommendations issued by the European Commission. At the same time, rapid developments in technology facilitate the adoption of open access policies.
However, no significant step would be possible without the support of organizations directly involved in the production and circulation of knowledge, such as universities and other research institutions, libraries, and research funding agencies. Fulfilling its institutional role, the National Documentation Center (NKT) strengthens the organization and free distribution of the country's scientific production with a variety of actions that utilize the organization's expertise and many years of experience.
Today, more and more publishers and researchers are choosing Open Access publishing because it ensures:
- Direct and free access to scientific work
- Increased readership and impact of scientific work at an international level
- Exploitation of research results for the benefit of science and progress
- Free flow of information in the scientific community
- Reduction of issuance costs for the institution
- Timeline presentation and promotion of the organization's work
- Long-term preservation of digital content
- Strengthening innovation and academic communication
Recognizing the multiple benefits of Open Access, EKT supports a series of initiatives, actions and coordinates at the European level movements that promote the adoption of Open Access policies and infrastructures:
- Open access repositories (green open access or the green road)
- Open access publications (gold open access; or the golden road)
- Open source software development (e.g. repository software)
- OpenAccess.gr website (information on open access and policy promotion)
- Mediterranean Open Access Network (coordination and promotion of open access policies at the level of Mediterranean countries)
- Participation in the scientific council of the Hellenic Free Software/Open Source Software Association (EL/LAK)
- Develop the National Research and Technology Information System
EKT's ePublishing offers a range of services to publishers who choose the Open Access model as well as software tools that support all stages of publishing, documentation and presentation of books and conference proceedings.
