A bug in Windows 10 October 2018 Update (version 1809) breaks the backup tool. Yes, the problems with this version do not stop, despite Microsoft's ongoing efforts. 
In a post on the forums , many users confirm that they are unable to create a backup of their data, as the process fails with various errors. One of them is 0x80070013. Below you will find two of the forum posts.
This is happening on 2 different computers, one with an internal hard drive for backup purposes, and the other with an external one. Backup stops with error code 0x80070013 on both systems every time I try it. Very frustrating, as everything was working fine before the latest update (1809, 17763.1),
Recall that Microsoft removed System Image Backup from the Fall Creators Update and recommended users to use other third-party backup applications.
However, users claim that everything was working fine until they updated to the Windows 10 October 2018 update.
I have the same problem with Backup and Restore on my computer (Windows 10) running the latest version 1809. After reverting to a previous version of Windows 10 (April 2018 update version 1803), the backup program is no longer there and working again.
However, the company is rushing to pick up the pieces. The development team has already released a fix for Insiders, but testing is still ongoing and there is no information available on when version 1809 might be allowed to be installed again.
