The vulnerability, which is listed as CVE-2026-20098, is considered particularly dangerous because it allows access to “root” level, the highest level of administrative privileges on a server. In simple terms, an attacker could take complete control of the device, bypassing all security restrictions.

What is CVE-2026-20098 and why is it a concern?

The vulnerability affects Cisco Meeting Management, a tool used by businesses and organizations to manage and coordinate video conferencing systems. In environments where remote collaboration is a critical function, such platforms play a central role.

CVE-2026-20098 has been given a high severity rating, as it allows attackers to perform actions that could normally only be performed by the  system's "super-user" (admin) . This means that the breach is not limited to simple access, but can lead to a complete server takeover.

The problem is located in Certificate Management

The root of the issue lies in the Certificate Management of the Cisco Meeting Management web interface. This feature is used to manage digital certificates, which act as "identities" for websites and services, ensuring secure communication.

However, due to improper input validation, the system does not properly check the files that users upload. This opens the door to attackers who can disguise malicious files as valid certificates.

Cisco Meeting Management: Who can exploit the vulnerability?

One element that somewhat limits the threat is that the attacker must already have valid credentials. Specifically, they are required to be logged in with at least the “video operator” role.

This means that random internet users cannot directly attack without access. However, in organizations where many employees have access rights, the potential for abuse increases significantly, especially in cases of insider threats or stolen credentials.

Root access: The worst-case scenario for an organization

The most worrying point is that once the malicious file is downloaded, it is processed by the “root” account. Root is the superuser of a Linux/Unix system, with the ability to change any setting, delete critical files, or install malicious software.

By exploiting CVE-2026-20098, the attacker can execute arbitrary commands as root, essentially gaining full control of the device and potentially access to the entire corporate network.

The vulnerability affects all Cisco Meeting Management versions 3.12 and earlier. Cisco confirmed that the issue exists regardless of device configuration, meaning it cannot be addressed with simple configuration changes or temporary workarounds.

The only effective solution is to immediately upgrade to version 3.12.1 MR or later, which fixes the input validation error and blocks unauthorized file uploads.

Who discovered the gap and what organizations should do

The vulnerability was identified and reported by the NATO Cybersecurity Center's Penetration Testing Team, which underscores the seriousness of the case.

So far there is no evidence of active exploitation, but experts warn that attackers often reverse-engineer updates to create exploits.

For this reason, organizations are urged to immediately update before the vulnerability becomes a tool for mass attacks.
