Internet: Greece tests EU age verification app

The European Union (EU) is taking the first step towards protecting minors in the digital environment , announcing the launch of an ambitious age verification pilot in five member states — Denmark, Greece, Spain, France and Italy . The aim is to facilitate online platforms ’ compliance with the requirements of the Digital Services Act (DSA), which, among other things, focuses on protecting minors from dangerous or inappropriate content.

The prototype of this new verification application was officially presented on Monday, accompanied by relevant guidelines for platforms. European Commissioner Henna Virkkunen stressed that children's safety online is a top priority for the Commission: "The guidelines on the protection of minors for online platforms, combined with the new age verification plan, are a huge step forward. Platforms have no excuse to continue practices that put children at risk."

What the New Verification System Brings

The app allows users to securely confirm they are over 18 before accessing adult content, without revealing sensitive personal data — such as their exact age or identity. All information is kept private and the content viewed remains hidden from third parties.

The prototype verification app will be “tested and further adapted in cooperation with Member States, online platforms and end-users”, with Denmark, Greece, Spain, France and Italy aiming to launch national age verification apps. This system acts as a transitional solution, in view of the full implementation of the European Identity Wallet, expected to be launched in 2026. This digital wallet will offer citizens a single way of identification for every digital service, as well as secure storage and sharing of documents.

From the DSA into Action

While the DSA does not explicitly require specific age verification measures, it does require online platforms to provide the highest level of privacy, security, and protection to underage users. Among other things, the new guidelines call on platforms to limit children’s exposure to:

  • Dangerous or inappropriate content
  • Cyberbullying
  • Unwanted contacts with strangers
  • Addictive design features (such as infinite scroll and likes)

Pressure on websites with adult content

The need for such tools became even more urgent when, in May, the European Commission launched formal investigations into four well-known adult websites — Pornhub, Stripchat, XNXX and XVideos — for possible violations of minors protection rules. The investigations focused on the lack of effective age verification mechanisms. As the Commission stated at the time, it was open to the platforms adopting the EU application as part of their commitments.

What It Means for the Technology Industry

The development of tools like this is part of a broader trend towards regulating the internet, with the EU taking initiatives to make the digital ecosystem more secure, transparent and accountable. Adopting common European verification solutions can reduce compliance costs for tech companies, while also boosting user trust.

As governments around the world look for ways to control children’s access to harmful content, the EU seems more determined than ever, proposing technologically feasible but legally rigorous solutions.
