Microsoft has addressed an issue that prevented provisioning on Windows 11 22H2 systems from completing, leaving enterprise endpoints partially configured and unable to complete the installation.

Microsoft issued an advisory in October 2022, warning users of possible 0x800700b7 errors when using the Windows 11 2022 update with provisioning packages (.PPKG files). These tools are used to configure endpoints in enterprise or school networks without the need for imaging.
Microsoft has warned that Windows may be poorly configured and the Out Of Box Experience may remain incomplete or restart quickly.
During initial installation, provisioning packages are likely to be affected and potentially exposed to this issue.

Those using Windows systems for home and small office networks, as well as those using Windows Autopilot for device provisioning, will not be affected by this known issue.
Microsoft acknowledged that the known issue detailed in the Windows release health dashboard had been fixed with the November 2022 preview update KB5020044.
Currently, the support document KB5020044 still indicates that this known issue is being investigated.
Solution available
If you're a Windows administrator who can't or doesn't want to install the preview update right away, there's a short-term solution. Microsoft recommends provisioning end-user devices before upgrading to Windows 11 22H2 to overcome provisioning issues.

Microsoft has also taken steps to address a widespread issue that causes applications that require administrator privileges when using .PPKG files.
