According to a report from The Information, Apple is planning to remove touch sensitivity and haptic feedback from the Camera Control button on the base iPhone 18, which suggests that the capacitive layer of the button will be removed. The report doesn't specify whether this change will extend to the iPhone 18 Pro models , but it seems likely for consistency reasons.
There has already been a rumor circulating that the Camera Control button for the iPhone 18 models will be more simplified.

With this change, iPhone 18 users will no longer be able to swipe up on the Camera Control button. This may be a significant improvement for some, as many users have complained that they often accidentally swiped the button. The redesigned button will only have pressure sensitivity.
The report says that simplifying the button will also reduce costs for Apple, although it's equally possible that the company is listening to customer feedback and moving forward with this change.
