This bug is known to affect Outlook Desktop when it is configured to save attachments to a network path.
Users experiencing this issue will see an “Attempting to Connect” dialog box appear for several minutes before the “Save As” dialog box finally loads.
The issue is confirmed in M365 applications, specifically from version 2304 of the Current Channel (Build 16327.20214) and version 2304 of the Monthly Enterprise Channel (Build 16327.20324).
Microsoft addressed a similar bug affecting Office suite applications (i.e. Word, Excel, and PowerPoint) in February, when the company acknowledged that the issue also affected saving email attachments to a network share .

While Outlook, Office , and Windows Teams are still investigating the issue and working on a fix, Redmond has provided a temporary solution for affected users.
To work around this known issue, you should revert to an older version of M365 Apps and set the WebClient Windows service to no longer start at logon.

To do this, you will need to follow these steps:
- Restore M365 Apps to a previous version: How to go back to an older version of Office.
- Set the startup type of the WebClient service to Disabled via Windows Services:
- Open the services.msc file from the Run command (Win+R).
- Find the WebClient service and open its properties.
- Stop the service and change the Startup type to Disabled.

On Friday, Microsoft also provided a fix for a bug that causes Outlook Desktop to prevent opening FQDN (fully qualified domain name) hyperlinks or IP addresses after installing the July 2023 security updates.
However, the company warns that implementing the workaround may increase the attack surface on affected systems, exposing users and their data to attacks.
In June, Redmond shared another interim fix for an issue affecting Outlook for Microsoft 365 customers , causing slow startups and freezes.
