After about two months of testing, at the 280-character limit, Twitter is starting today to make the new limit available to everyone.
Twitter says you shouldn't expect to see mass 280-character tweets immediately.

According to data collected by the company, the number of tweets with higher than average character length was very small. In fact, only 5% of tweets sent by those testing the new feature exceeded the 140-character limit.
According to Twitter product manager Aliza Rosen:
“We saw that more than 140 characters were needed, but there were too many tweets with under 140 characters”
The new character limit will be available in all languages that have issues with the older limit.
According to a spokesperson, Japanese, Korean, and Chinese languages do not require a higher threshold due to the characters they use as each character can have a different meaning.
