Devices with Kodi installed with add-ons are illegal… The sale of devices with pre-installed software for obtaining copyright-infringing content is illegal, according to today’s ruling by the European Court of Justice. The ruling was the result of a complaint by anti-piracy group BREIN against a shop that sold media players with software that facilitated piracy (Kodi).
It should be noted that in the last 12 months there has been a very large increase in sales of devices that have pre-installed software that facilitates piracy through streaming. 
We are talking, of course, about the various TVBoxes that come with Kodi pre-installed and the addons that allow the streaming of pirated movies.
Typically powered by Android and the Kodi platform with various third-party add-ons, the devices turn into complete pirate tools since you can find the latest movies, TV shows, and live sports.
One of perhaps hundreds of sites involved in these sales was the Dutch Filmspeler.nl. The online store was targeted by anti-piracy group BREIN. The owners of Filmspeler considered their pre-configured devices to be legitimate, arguing that selling them did not constitute a crime under the EU Copyright Directive.
The case began in 2015, when the Dutch regional court initially accepted a complaint and referred it to the Court of Justice of the EU. It was asked to examine whether it is illegal to sell a product (in this case a media player) with pre-installed add-ons that contain links to websites that distribute copyrighted works, such as films, TV shows and live broadcasts, without permission.
It should be noted that Filmspeler's owner, Mr. Wullems, was advertising his devices that came pre-installed with Kodi with add-ons that violated the law. Filmspeler was advertising the media players as ways to watch content without paying.
So he didn't even need a lawyer...
