Yes, the LG V20 is rooted. As soon as a new Android device is released, many developers try to find ways to gain root access to access the superuser settings.
So developer Chainfire has just announced root on the new LG V20 smartphone.

In a Twitter post, the developer thanked Jc Adduono for his support and announced that he had successfully rooted the LG V20, just days after rooting the new Google Pixel and Pixel XL smartphones.
Chainfire was able to install SuperSU on the V20 smartphone. SuperSU, for those who don't know, is the tool that grants superuser access, but in order to work, it first needs root access.
The method requires users to install TWRP to flash SuperSU on the V20. You will also need to unlock the bootloader first, and instructions for doing so are provided on the XDA Developers forum, where the method was also posted.
Rooting your device will give you access to every feature of your smartphone, as well as the option to install apps that will enhance its performance. However, rooting also has some drawbacks. Android Pay and other banking apps may not work on your phone if they detect that it is rooted.
