Windows has a Fax application, but you need to be connected to a phone line. Yes, that means you'll need a dial-up fax modem.
You will also need a landline phone connection which you should not use when sending faxes, just like in the old Internet days.

First you should consider what kind of user you are, how often you will need to use the service, and what features you need.
If you just want to send a few pages, read on. The services allow you to send from 50 to 10 free pages per month or two pages per day, without having to pay. Ten pages may not sound like a lot, but there are some who don't send that much in a year. If you need to send more pages each month, you'll have to pay.

If you need to receive a fax online, you will need to sign up for a paid service. This service will set up a dedicated phone number for your fax line, and it will cost you money. There are many services that will do this, like the ones we mentioned above, but not on their free plan, except for efax.com which allows you to receive 10 faxes per month.
But if you're not the type to sit around all day receiving faxes, you can try the services for free for 30 days. RingCentral for example, which is a fairly reputable company (partly owned by Cisco and AT&T), offers 30 days of free fax sending and receiving.
There are many services you can use to send the occasional fax. You can do it for free, but if you want to receive faxes, you'll need to sign up for a trial account, which you can cancel at any time.
