Although iOS hacker iH8sn0w stated yesterday that he will not be upgrading the p0sixspwn package for iOS 6.1.6 untethered, the package has just been updated in Cydia.
Unfortunately, the update for the p0sixspwn utility has yet to be released, so you will need to jailbreak via RedSn0w in order to apply untether after Cydia is installed on the tether.
Of course, the easiest way is to upgrade to iOS 7.0.6 and use evasi0n7 to jailbreak.
However, if you are a die-hard iOS 6.XX fan, you can find the p0sixpwn package in the “System” section of Cydia. Note that its description is incorrect “for iOS 6.1.3-6.1.5”. Version 1.4 supports iOS 6.1.6.
