Pedophiles are increasingly hiding criminal content on legitimate commercial websites, as warned by the Internet Watch Foundation (IWF). In the past 18 months there has been a significant rise in the use of cloaked websites that provide a secret “path” for child sexual abuse content, as stated by Fred Langford, chief executive of the UK charity.

The IWF discovered 743 such websites in 2015 compared to 353 in 2013. Langford said that a new technique is being used where only legal content was displayed if access was made directly through a browser but illegal child abuse images appeared if access was made via a specific “path” of links.
It has started and become a widely accepted practice by the commercial side of the pedophile community because it is effective in keeping the content available for a longer time.
Last year the IWF found that 21% of websites containing illegal images and videos were commercial, and those seeking financial gain increasingly hid such content behind legal content, usually adult pornography. Thus, those searching for such pornography may unintentionally gain access to child pornography material.

Even users who only viewed legal material could, however, become targets of the police in their investigations because it will be recorded on their computer that they have visited the specific URL and it is difficult to determine exactly what they accessed.
According to Langford, if someone is arrested on suspicion of accessing child abuse images, it is very difficult to prove their innocence. Similarly, it becomes difficult for the police to prove their guilt.
The research also found that 69% of the victims depicted in the images and videos were 10 years old and under, with 1,788 of them being 2 years old or younger. More than one third (34%) of the images were classified as being in the most severe category A, which means that rape or sexual torture of children was involved.
