Meta stops using AI in Brazil

Meta has halted the use of artificial intelligence (AI) in Brazil, following a ban imposed by the national data protection authority due to the company's new privacy policy.

The company announced its decision to suspend its tools and is in negotiations with Brazil’s National Data Protection Authority (ANPD) to address the agency’s concerns about its use of GenAI technology. Earlier this month, the ANPD immediately suspended the implementation of Meta’s new privacy policy, which gave the company access to users’ personal data to train GenAI systems.

According to the agency, the decision was made due to the «imminent risk of serious and irreparable damage or damage that is difficult to restore to the fundamental rights of the affected data subjects». Additionally, a daily fine of 50,000 reais (approximately $9,100 as of July 18) was imposed in case of non‑compliance, giving Meta «five days to demonstrate compliance with the decision».

Meta expressed its disappointment over the ANPD's decision, describing it as «a step back for innovation and competition in the development of artificial intelligence». The company believes this decision will further delay the provision of AI benefits to Brazilian citizens.

The use of personal data to train artificial intelligence systems without the explicit consent or knowledge of users has raised privacy concerns, leading major US tech companies to suspend development of such tools in regions with stricter data privacy laws, such as the European Union.

Human Rights Watch reported in June that private photos of children from Brazil were found in image caption datasets such as LAION-5B, exposing them to further exploitation and risk due to the potential for creating malicious deepfakes.

Apple announced its new artificial intelligence system, called Apple Intelligence , last month . However, it said it would not make the system's features available in Europe this year due to concerns arising from the Digital Markets Act (DMA).

"We are concerned about the DMA interoperability specifications, as they may force us to compromise the integrity of our products in ways that compromise user and the security of our data," Apple the Wall Street Journal.

Meta confirmed that it will also block the new artificial intelligence models for customers in Europe, due to uncertainty about regulation with the rules.
