We all know the famous application called VLC Player. That's probably what the scammers who use its name to make money thought. The popular application from VideoLAN "exploded" into the Windows Store today in a version that supposedly supports Windows 8.1. Be careful though, it's not the official VLC that we all know.
While VideoLAN distributes its open source application for free, scammers who exploit its reputation charge around $10 for it.
The application is currently still available in the Windows Store.
