Continuous Reform Monitoring Observatory of reforms legislated from 2010 to present
It is the Continuous Reform Observatory, a digital subscription‑based application that has systematically recorded the reforms enacted by the Greek governments from January 2010 to the present.
According to the Athens News Agency, the president of the Chamber Simos Anastasopoulos said that the «solution to employment and growth will come from entrepreneurship, but not the one we knew before the crisis. We are now moving» said «to a new entrepreneurship, healthy and outward‑looking, that will bring growth».
Mr. Anastasopoulos emphasized that many reforms have been carried out in Greece, but added that accelerating and completing the reform agenda is the only way to revive the real economy and growth.
The need for persistence and continuation in the reforms was emphasized by the Institute's president, Giannis Grammatis, as well as their substantive qualitative assessment and the post‑legislative consultation on them, to investigate both the degree of their implementation and their completeness, so that with appropriate improvements they can make the economy more competitive.
The Continuous Reform Observatory, which will be available from 20/6/2014 via the Chamber's website, represents the digital form of the Institute's research centre through which end users, government, public officials, business entities, the academic community, the press, etc., will have access to the full set of reforms implemented up to the time of access, chronologically, by ministry, by sector, by type of reform and by final signatory.
The informational material, which constitutes quantitative coding together with diagrammatic representations, includes over 1,400 reforms and consists of laws, presidential decrees, ministerial decisions, implementing and interpretative circulars, as well as legislative acts and decisions of the ministerial council.
The next stage of this specific project is the qualitative evaluation of the reforms using innovative tools and modern communication approaches that include electronic open consultation and dialogues with society and entrepreneurship throughout Greece.
The project will be continuously updated regarding all reforms that take place and will be completed.
