Microsoft , KB4476976, earlier this month for Insider participants.

Starting today, cumulative update KB4476976 is available for all devices running version 1809 and according to the official changelog released by Microsoft, it includes several improvements.
First of all, Windows 10 cumulative update KB4476976 increases the operating system build number to 17763.292 and resolves several issues caused by previous cumulative updates.
For example, KB4476976 addresses a bug that causes some applications to fail to authenticate hotspots, as well as a bug related to the date format for the Japanese calendar.
There are also improvements for corporate devices where administrators have enabled a policy to prevent users from uninstalling apps from the Start menu. Microsoft says a bug allowed users to uninstall apps this way even if the policy was enabled, so the release of cumulative update KB4476976 resolves that issue.
Additionally, there are improvements for AMD R600 and R700 chipsets, as well as File Explorer improvements, as Microsoft explains:
“The update addresses a bug that causes File Explorer to stop working when you click the toggle button for the timeline feature. This issue occurs when the Group Policy that allows uploading user activities is disabled.”.
There are two known issues in cumulative update KB4476976. One of them causes local pages to fail to load in Microsoft Edge, while the other breaks applications that use a Microsoft Jet database in the Microsoft Access 97 file format.
Windows 10 cumulative update KB4476976 is currently available from Windows Update on all devices running version 1809.
