Microsoft has released a new build of Windows 10 for Insiders in the Fast Ring (not Skip Ahead), as it appears to be adding the finishing touches to the upcoming Fall Creators Update before its release on October 17th.
Aside from a few new features for My People and a new font, the Windows 10 Build 16281 release notes mainly mention improvements and fixes, which makes sense considering that the update is currently in the final stages of development and Microsoft is no longer focused on adding new features.
The new version of Windows 10 is already available for download.
So those enrolled in the Windows Insider program who have set their device to the Fast Ring can download the update from the path: Settings > Update & Security > Windows Update.
You can read about the improvements and the few additions in detail from the official announcement.
