Yes, starting today you can zoom in on Instagram on photos and videos uploaded to the service.
Instagram says the new feature will first roll out to its iOS app today.

It looks like Instagram is finally starting to shape its platform for more serious photographers, not just social media users. Multiple aspect ratios will help you share and view images better, while zooming will show you details.

The Instagram app will still let you rotate your phone to view landscape images, even now that you can zoom in on them.
Of course, some upgrade to the maximum width of 1080 pixels will be required.
Consider that we already have QHD and 4K smartphone screens when most people don't even have a TV with HD resolution.
As for Android users, they'll have to wait a little longer for the new zoom feature. According to the company, it will be released "in the coming weeks." There's no word yet on Windows Phone support.
