The National Documentation Centre (NKT) is organizing the International Conference “Open Access @NKT – Developing common European policies for the innovative use of public and scientific information” (www.openaccess.gr/conference2013), the third in a series of international conferences that it has been organizing since 2008 on Open Access to scientific knowledge. The Conference will be held in Athens (National Research Foundation, Vas. Konstantinou 48) on 16-18 October 2013.
Open Public Data and its role in Open Governance, and Open Access to the results of publicly funded research are the two main axes of this year's event. In these areas, significant developments have taken place at European, regional and national level in the last two years, and the International Conference offers an important platform for information on policy and ongoing projects. The conference will also host the final event of the European project MedOANet, which is coordinated by the EKT and promotes the implementation of national policies in the Mediterranean countries for Open Access to scientific information.
The expected economic benefits in EU countries from the opening of public information are estimated at 40 billion euros per year, while the widespread adoption of Open Access to scientific knowledge is expected to yield 6 billion euros per year. Open Access is supported by important EU policies, such as the “Digital Agenda 2020”, the “Community Directive on the Re-Use of Public Information” and the “Commission Recommendation on Access to and Preservation of Scientific Information”, as well as the new Framework Programme “Horizon 2020” for research and innovation.
The conference will be attended by renowned personalities active in the field of Open Access, academics, researchers and senior public administration officials from Greece, Europe and the USA, while a video message will be delivered by the EU Commissioner for Research, Innovation and Science, Máire Geoghegan-Quinn.
The conference is aimed at representatives of policy-making and research institutions, higher education institutions and research centers, and businesses that develop innovative services around open public and scientific information, as well as the general public interested in being informed about the latest developments around Open Access in publicly funded research and open governance.
The EKT is organizing the conference within the framework of its institutional role for the collection, dissemination and preservation of scientific information produced in the country, with a view to its exploitation and further use. The objectives of the EKT include raising awareness and involving the competent bodies in the process of adopting and implementing Open Access policies and in the formulation of a national strategy, harmonized with international developments on Open Access and Open Public Data.
The conference languages are Greek and English, and there will be simultaneous interpretation. Participation in the conference is free, but online registration is required. What will be presented at the International Conference?
The first thematic section of the conference (October 16) focuses on domestic policies and innovative initiatives around Open Data, Open Government and Open Access to research, as they are placed in the context of relevant European and international policies. Among others, policies and initiatives of the Ministry of Finance, the National Cadastre and the Municipality of Athens are presented, as well as actions such as the Open Government Partnership (OGP) initiative in which the country participates, the National Action Plan for Open Government and the website for open data in Greece (https://data.gov.gr).
Also, the most important civil society initiatives related to the use of open data as a means to combat corruption and promote transparency and citizen participation in public administration are presented.
The second session (17-18 October) focuses on the development and implementation of Open Access policies in research, in line with the policies of the European Commission. It takes place in the context of the European project MedOANet (www.medoanet.eu), which is coordinated by the ESF and promotes the implementation of national policies in the Mediterranean countries for Open Access to scientific information. Open Access policies by research funding bodies and research institutions in European countries, such as Denmark, the United Kingdom, Belgium and Portugal, will be discussed.
The role of Open Access in the European Research Area (ERA) will also be highlighted, in a special session in which the head of the European Commission's Directorate for the ERA and the European organizations involved in its implementation, such as the European University Association, the League of European Research Universities and Science Europe, will participate.

National Documentation Center and Open Access
The National Documentation Centre (EKT, www.ekt.gr) - an institution institutionally responsible for the collection, documentation and dissemination of scientific information - has a central role in the formulation and implementation of national policies for Open Access. As a national electronic infrastructure for science and culture content, it develops value-added services to Greek research institutions, researchers and the general public, based on cutting-edge technologies and high human resources. It collects and makes available the country's scientific and cultural information, through its interoperable systems, with an emphasis on its wide dissemination through Open Access and its permanent preservation.
Important services of the Hellenic National www.didaktorika.grResearch) Foundation are the National Archive of Doctoral Theses ( , the National Union Catalogue of Scientific Journals, the web portal www.openarchives.gr Foundation, the Pandektis repository with collections of history and culture, the EKT electronic publications which provides access to more than 65 reputable collections of science and culture, the digital frieze of the Parthenon, the Helios repository with the scientific material of the Hellenic National inResearch(etc. http://epublishing.ekt.gr ) collaboration with reputable publishers,
Through its infrastructure, EKT ensures the promotion of scientific and cultural content produced in Greece in international content aggregators and search engines, such as the European digital library Europeana and DARTEurope, the European portal for the availability of doctoral theses with Open Access.
In total, more than 5,700,000 digital pages of electronic repositories, scientific journals and digital libraries are already available from the website of the National Research and Technology Information System (www.epset.gr), the main development project of the EKT.
Through its actions, its institutional role and its active participation in European projects, EKT has become a key player in the formulation and coordination of open access policies at the Greek and European level. In addition to MedOANet, EKT also participates in the European project OpenAIRE (www.openaire.eu), which is shaping the European infrastructure for open access to the results of EU-funded research. It also participates in the RECODE project (www.recodeproject.eu), which contributes to the formulation of policies for Open Access to scientific data, while it will also coordinate the PASTEUR4OA project, which will contribute to the development of Open Access policies at the European level.
