How parties and governments shape public opinion through Twitter

It is known that for decades, parties and governments have used the media as a means to propagate their policies, projects, programs, goals, etc.

It is also known that parties and governments maintain client relationships with media groups, either in the form of providing state advertisements in return for the presentation and creation of a good profile for the party or government, or in the form of other types of services, e.g. providing loans from banks without guarantees, and so on.

In other words, parties and governments directed (and continue to do so) information as they wished, depending on the purposes they wanted to serve at times.

In recent years, with the development of social media to a superlative degree, the game of manipulating opinions and consciences “had” to gradually move from traditional media (radio, television, magazines, newspapers) to the Internet.
And so it happened. Suddenly, a bunch of information sites and blogs began to appear that, at “critical” moments from time to time, took a political position and stance on demand, depending on the package and the mandate, on the events that were taking place.

And from the era of portals, sites and blogs, we have moved to the era where the absolute trend on the internet is Microblogging, that is, information, through sentences that do not exceed 140 characters, in other words, information via Twitter, which is now particularly popular among all ages due to its ease of use and its penetration.

But how is it possible to shape opinions and consciences on a medium like Twitter, which is 100% free and anyone can write whatever they want?
How can a government or a party get its messages across and manipulate citizens, since anyone can read any accounts they want?

Let's say we have a party, which from now on we will call it “HOPE PARTY”, which wants to use Twitter to shape a specific opinion and viewpoint in the world. The opinion that the “HOPE PARTY” wants to convey is that the leader of the opposing party, which from now on we will call the “FREEDOM PARTY”, has a very bad plan and program for the country's economy.

How will he achieve this?

Someone from the party undertakes to set up a "communications" team for the internet, and more specifically for the Twitter sector.
