It's been two weeks since Apple released iOS 17.5.1 and iPadOS 17.5.1, which fixed a specific issue where deleted photos in users' libraries.

For some reason, Apple released a refreshed version of iPadOS 17.5.1 for the 10th generation iPad on Monday.

The new build number is 21F91, replacing the original build number 21F90. According to 9to5Mac's findings, the new version is only available for the latest basic iPad and has not been released for any other iPhone or iPad models.
Although Apple is not revealing details about the release of the revised version of the 10th generation iPad, it is possible that the company has identified a bug that exclusively affects this model.
According to Apple, iOS 17.5.1 and iPadOS 17.5.1 fix "a rare issue where corrupted photos could reappear in the library, even after being deleted.".

Files on NAND storage are not actually deleted when a delete command is issued. Instead, the space they occupy is marked as available for future use, while the actual data remains intact until overwritten by new data.
However, this should not result in a deleted photo reappearing in your Photos library. Apple says this is a rare issue caused by a corrupted database, which resulted in some photos not being fully deleted as expected. However, the issue was never widespread and has been addressed in iOS 17.5.1.
