e-EFKA: Acquires its own software and transforms digitally

e-EFKA is seeking its… coming of age, as within 2022, within the framework of the digital transformation plan, it aspires to automate the issuance of pensions and to make the completion of a series of important services, exclusively electronic, permanent. Already, 53 electronic services, which serve thousands of insured persons, pensioners, accountants, farmers and the self-employed.

Today, it is estimated that 1.1 million electronic transactions are carried out by citizens - insured persons with the Agency and the administration's ambition is that within the current year, transactions will exceed 1.5 million to 2 million per day, preventing corresponding movements to and from e-EFKA branches. In fact, the aim is for this transformation to be carried out by its own means, as it is estimated that now, e-EFKA has the required software to gradually unhook itself from contractors and cover itself, important activities that will contribute to better serving the insured and at the same time significantly address the inconvenience of citizens. 

Based on the plan and as Labor Minister Kostis Hatzidakis, the most popular services provided electronically, as well as through branches, will gradually be available only electronically, thus contributing to the relief of employees and their utilization in aspects of the organization with increased needs.

According to Mr. Hatzidakis, the permanentization of such services, such as electronic appointments, the issuance of insurance information, the abolition of visiting the branch for the payment of maternity benefit and the issuance of proof of insurance capacity, in combination with the successful operation of the single call center 1555, contribute significantly to improving the level of service provided to insured persons by EFKA.

In this context, and based on the plan for the new "digital face" of EFKA within 2022, which is being "run" by the Agency's deputy governor, Alexandros Barberis, the automated issuance of pensions is already being promoted, without the participation of Intrasoft, which has been the dominant provider of EFKA's software development and modification services for many decades (through the former IKA, which joined the agency).  

Already, hundreds of new supplementary State pensions have been issued in the past period and in the coming days the mass issuance of other such pensions is expected, which are of course considered easy cases, as they do not have consecutive or parallel insurance. Within the first half of 2022, it is estimated that the automated issuance of supplementary pensions will be completed en masse, initially of the public sector for cases of old age and widowhood (transfers of supplementary death pensions) and then of the private sector. The issuance of disability pensions , main State pensions will also be automated, while all procedures for submitting the corresponding requests for the issuance of pensions will also be automated.

By June of this year, it is estimated that the automated process for the electronic application and payment of the sickness benefit for all insured persons will be completed. It should be noted that, currently, there are cases where the award of the benefit is delayed by even 8 to 10 months, and the administration's goal is to reduce the award time to 2 to 3 months.

According to the plan, within the current semester, thousands of freelancers to submit an electronic request and complete the voluntary self-employed insurance process, without visiting a store.

Furthermore, EFKA has undertaken and has already created a new system of discrete Analytical Periodic Declarations (APD) for the insured of the capitalized supplementary insurance fund (TEKA). This is a very important process for the smooth operation of the new supplementary fund, as the APDs will verify the contributions that will go to the individual piggy bank of the new insured.

Among the electronic applications that will be completed in 2022 is the automated issuance of IKA pensions.

Finally, the transitions and integration into the Integrated Information System (OPS-IKA) of all the smaller social security funds that were integrated into EFKA will be "run" smoothly, while the movement of electronic mail and the unified flow of recapitulation for cases of consecutive and parallel insurance of insured persons from all funds will also be done electronically.

According to Deputy Governor Alexandros Varveris, the goal of EFKA is not to be satisfied with just collaborating with contractors to implement electronic services and software necessary for its daily operation. It is now creating digital services and infrastructure from scratch and with its own resources “with the aim of freeing citizens from the accumulated problems of the past”. According to Mr. Varveris, the medium-term goal, within 2022, is for e-EFKA to become digitally autonomous to the greatest extent possible, flexible and effective in order to best meet the needs of citizens.
