Microsoft has resumed the release of the October update for Windows 10, after it was removed due to massive bugs.

Windows version 1809 was initially announced on October 2nd, at the Microsoft Surface Event. However, it was followed by a number of bugs.
In addition to the recurring audio issues that seem to always find their way into every Windows 10 update, the 1809 update also introduced a file deletion bug that wreaked havoc on users by deleting their personal files. It also recently made an appearance with a bug that causes Windows activation to fail.
John Cable, director of Windows program management, writes that in addition to extensive internal validation of data, the company closely monitors feedback and diagnostic data from Windows Insiders.
They also took the data collected from millions of devices on the Windows 10 October Update to analyze what happened. Based on this data, Microsoft announced the re-release of the October Update.
Along with the October 2019 Update, Microsoft is also re-releasing Windows Server 2019 which was affected by similar bugs.
John Cable also said that Microsoft is planning a “stable, robust release” with the October update. For users, this means that this update will not appear on their devices until Microsoft is absolutely sure that it will not face any problems in the future.
