Microsoft dynamic updates occur when feature updates are installed in Windows 10. They can come as part of a new installation or an update, e.g. from Windows 10 version 1809 to Windows 10 May 2019 Update
Dynamic updates are also supported by previous versions of Windows, namely Windows 8.1 or Windows Server 2012.
Dynamic Updates are enabled by default, but can be disabled by the user or administrator of each system. Their main purpose is to download certain components intended for the update process or system stability during installation.
Without dynamic updates, the system administrator would have to install these components, such as new cumulative updates or updated drivers, immediately after the initial installation.
Dynamic updates may include the following items according to Microsoft:
Setup: Gathers files required for setup.
Safesoft: Patches the Safe OS that Microsoft uses for the recovery environment.
Servicing Stack Update (SSU) / Critical: Addresses issues that may exist in the Servicing Stack Update.
Latest Cumulative Updates: Installs the latest cumulative updates.
Language Packs: Installs language packs and other optional features.
Drivers: Drivers for the new Dynamic Update release.
Dynamic Updates are one of the first packages used by Windows Setup. Windows Setup contacts Microsoft via https to download the updates and then applies them via the installation media (DVD, USB or system updates).
The Windows Setup program displays a prompt to users, “Get updates, drivers, and optional features” during installation, essentially giving users control over how the process proceeds. Of course, you can decline the installation.
Finally, Dynamic Updates can resolve specific installation or update issues during an installation. The feature seems to be useful as it can resolve issues during setup, but no one can know for sure. It should be noted that Windows 10 runs on a lot of computers, and that means a lot of different hardware and configurations.
