According to the latest information, the upcoming Windows 9 will likely be called Windows TH, and will be available for free for Windows 8/8.1 users.
First of all, Windows 9 will be presented for the first time (Technical Preview) on September 30th and according to The Verge, the name of the operating system will be Windows TH (most likely from the codename Threshold), as appeared here (link no longer works) and shown in the image below.
Also, as shown in the image, a new program called Windows Insider will be launched to give users various builds of the operating system so that they can provide appropriate feedback, with the link for the service not being active.
According to Microsoft Indonesia president Andreas Diantoro , Windows 9 will be available as a free upgrade to those who have purchased Windows 8/8.1 .
Users will download the installer from Microsoft's site and upgrade their operating system to the new version, just like Apple has been doing for years with Mac OSX.
Also, Microsoft, seeing that many people are still using Windows XP, may tempt them to upgrade to the new operating system with a very low selling price.
