iOS 6.1 Beta 5 has been released to registered Apple developers around the world. Something strange is happening with this particular version.
Reverse engineer and iOS hacker @winocm reported on the new beta on Twitter: "It appears that iOS 6.1b5 is not a beta, as it can be activated even if you are not a developer. There are no ReleaseType lockdown keys."

The well-known iPhone Dev Team leader, MuscleNerd, also mentions
“Despite the strange beta name, as @winocm said, this version can also be described as public 6.1.”

Registered developers can download the beta from Apple's site. As for regular users now, you'll be able to activate the beta normally from Apple, if you can download it from somewhere else because it's not available to the general public.
However, it is not advisable, considering that Apple has not yet made it available to the general public.
According to the release notes accompanying iOS 6.1 Beta 5, “This is a pre-release of iOS 6.1 beta for iPad, iPhone, and iPod touch. Devices updated to iOS 6.1 beta 5 will not be able to downgrade to previous versions of iOS.” *(Of course, the official release doesn’t mention that if you’re jailbroken and have saved your SHSH blobs, you can downgrade to any previous version you want.)
iOS 6.1 is still compatible with iPhone 3GS devices.
After some research, we found that the new IPSWs are already available on the internet. However, we do not recommend installing them as the version is not even Apple's GM.
