A new 15 mph speed limit for electric bikes in New York City is set to officially go into effect next month, in a move that city officials say will improve road safety. But not everyone is convinced the tightening is targeting the real threat on the streets.

The new limit, approved earlier this year, applies to electric bikes, mopeds and other micro-mobility vehicles that use the city’s bike lanes. Riders caught going over 15 mph could face warnings or fines, though the exact enforcement strategy remains unclear. The New York Police Department says it will focus on “education” first, but given the city’s history, this could just be the calm before the storm of fines.
The rule comes amid growing concerns from some residents and officials about the increasing speeds of e-bike riders, especially delivery workers who often rely on gas-powered bikes to meet tight deadlines. While the new speed limit targets micromobility vehicles, there is one glaring omission: cars, trucks and SUVs, which are still allowed to travel at 25 mph – and in practice, often much faster – even though they pose an exponentially greater risk to vulnerable road users and are responsible for significantly more deaths each year.

This move raises questions and has led to thousands of publicly submitted comments that the New York City Department of Transportation appears to be ignoring.
The majority of fatal traffic accidents in New York City do not involve e-bikes. They involve cars. While some e-bike riders certainly ride irresponsibly, the blanket limit nearly halves the most widely accepted speed limits for e-bikes used in the U.S. and doesn’t even apply to pedal bikes, which can easily exceed such speeds despite having nearly identical average weights when the vehicle and rider are taken into account. It also ignores the critical role that e-bikes play in reducing congestion and emissions, especially in the distribution and transportation sectors.

So while New York slows down the most efficient and sustainable form of urban transportation, it allows the truly dangerous to maintain their speed. If safety is the goal, then it's fair to ask: why aren't cars also required to travel at 15 mph?
