The cause is unknown and there is no official update from Apple. This particular error may be due to how Siri understands the word “charge.”
In addition to charging, the word also means charge, expense, lawsuit, and accusation.
So it seems that while Apple's digital assistant can be very helpful, it sometimes lacks judgment about the semantics of a word.
Perhaps these bugs will force Apple to develop a smart digital assistant, based on artificial intelligence (AI) technology.
It goes without saying, of course, that contacting emergency services for trivial reasons is irresponsible and considered illegal.
