Just a few days ago, Twitter decided it was a good idea to allow anyone you follow to send you direct messages. Previously, two users had to follow each other to be able to send direct messages. But now, many users are reporting that they can no longer include links in those messages.
This may seem like an effort to prevent spam, but Twitter has confirmed that this is a technical issue and not a change in policy.
Twitter doesn't mention anything beyond that, though. Some users are able to send messages with links, but there's no guarantee they'll work.
