A citizen of Kosovo was extradited to the United States to face charges as the administrator of an online cybercrime marketplace, BlackDB, which had been operating since 2018.

Kosovo authorities arrested 33-year-old Liridon Masurica (also known as @blackdb) on December 14, 2024, and he was extradited to the United States earlier this month, on May 9.
Masurica was taken into custody after appearing in court in Tampa on May 12, where he appeared before U.S. District Judge Lindsay Saxe Griffin. During the hearing, he was charged with five counts of fraudulent use of unauthorized means of access and one count of conspiracy to commit fraud by means of such means.
According to court documents, Masurica was the primary administrator of the online criminal marketplace BlackDB, which has been active for the past seven years, starting in 2018.
The Department of Justice said the online marketplace in question illegally offered for sale compromised account and server credentials, stolen credit card information, and personally identifiable information (PII) of individuals, primarily from the United States.

Cybercriminals who purchased this data through the BlackDB platform used it for various illegal activities, such as credit card fraud, tax fraud, and identity theft.
The investigation was conducted by the FBI in cooperation with the Cybercrime Prosecution Directorate of the Kosovo Police, with the assistance of the FBI Legal Liaison Office in Sofia and the Department of International Affairs of the Ministry of Justice, which contributed to the arrest and extradition of Masurica.
If convicted on all charges, the BlackDB platform administrator faces up to 55 years in federal prison.
In December, a coordinated law enforcement operation also led to the seizure of the online cybercrime marketplace Rydox and the arrest of three platform administrators, Kosovo nationals: Ardit Kutleshi, Jetmir Kutleshi , and Shpend Sokoli.
A few days earlier, German authorities arrested key suspects after shutting down the Manson and Crimenetwork, the largest cybercrime platform in Germany.

A significant element that emerges from the above is the growing international cooperation in the fight against cybercrime. The cases of BlackDB, Rydox, and Crimenetwork show that cyber‑criminal organizations operate across borders, requiring close cooperation between states and agencies — such as the FBI, the Kosovo police and the German authorities.
