Google has released a more detailed report on storage access issues after updating to Android 14 on some Pixel.
This report includes the features of a fix and possible data recovery options.

Google says this storage issue affects “Pixel 6 and later models” that have received the Android 14 update and are set up by multiple usersother than the primary user. This includes “users, guests, restricted profiles, and child users,” but it doesn’t just refer to having more than one Google Account signed in to the primary user or work profiles.
The company has already released an update to Google Play to “help prevent this issue from triggering on additional devices.” To install it, open Settings > Security & Privacy > System & Update > Google Play. The latest version available is October 1, 2023.
For those who are currently unable to access their media storage, Google is working on a update that will fix the issue and restore access to media files, without requiring a factory reset.
Google is also looking into ways that it might be able to recover some data for devices through the “Pixel is starting up” reboot process. However, what seems most effective is “providing you with more information as it becomes available.”
For all users, including those who factory reset their device, Google recommends that you avoid creating or signing in to a secondary user account on device until the OTA update is available.
Google concludes with an apology:
