Given the recent Twitter suspensions for users who promoted racism, homophobia and misinformation about Covid-19 and politics, the decision is likely to face backlash.
In a tweet on Thursday, Musk told his followers that he would grant a favor to those whose accounts had been blocked on Twitter under the site's previous ownership.

The “Chief Twit” posted a poll, as he did with Trump’s reinstatement, asking whether those “who have not broken the law” should be allowed to return to the platform.
The final results of the poll were announced, with 72% of respondents stating that the users who had been blocked should return.
Who could return to Twitter after the ban is lifted?
The list of people who have been banned is long. In the past, Twitter has suspended users for racist or homophobic speech. However, many others have been banned for promoting political misinformation around Covid-19.
Obviously, reintroducing these individuals to the platform will spark controversy as we do not believe that much will change in the ideologies of these individuals.

While it appears Twitter will allow anyone back on the platform, there are still some users who won't be allowed back. For example, conspiracy theorist Alex Jones is currently not allowed back on the platform, according to Musk
