Significant results were achieved by the activation of ELAS in Crete to address the phenomenon of livestock theft. As indicated by a document from the Minister of Public Order and Citizen Protection Nikos Dendias, which was transmitted to Parliament, the first nine months of 2013 recorded a decrease of 35.76% compared to the same period in 2012. Especially in Rethymno and Lasithi, the reduction in livestock theft incidents reaches 83.33% and 84%, respectively.
The data were transmitted to the Parliament after a question by the SYRIZA MP Andreas Xanthou, who noted that the surge of the phenomenon of livestock theft in the area of Rethymno, and more broadly in Crete, is a component of organized crime in the region and that the failure to address livestock theft creates an atmosphere of generalized lawlessness and impunity.

Ο αναπληρωτής υπουργός Μάξιμος Χαρακόπουλος, στην απάντησή του, αναφέρεται διεξοδικά στο σύστημα αναγνώρισης και καταγραφής κάθε ζώου, ώστε «ζώα που εμπλέκονται σε περιστατικά ζωοκλοπής να είναι δυνατό να εντοπιστούν», υπό τον όρο ότι η σήμανση δεν παραποιείται ή αφαιρείται.
