Four new UK laws are attempting to tackle the threat posed by artificial intelligence (AI)-generated child sexual abuse imagery. The new laws make the activity a crime and provide for serious penalties.
The Home Office says the UK will be the first country in the world to make it illegal to possess, create or distribute AI tools designed to create child sexual abuse material (CSAM). Offenders could face up to five years in prison.
Possession of AI pedophilia manuals – which teach people how to use AI for sexual abuse – will also be made illegal. Offenders will be punished with in prison up to three years.
Yvette Cooper , the Home Secretary, said that artificial intelligence is "industrialising the scale" of child sexual abuse, which is why the government must take more measures to protect minors.

Other laws will also soon be enacted that will make it a crime to operate websites where paedophiles can share child sexual abuse content or provide advice on how to deceive and harass children. The punishment for these offenses will be imprisonment for up to 10 years.
In addition, the UK government agency, Border Force, will have the power to check people attempting to enter the UK who are suspected of online child sexual abuse. This check may include unlocking the suspect's digital devices. Depending on the severity of the images, this will be punishable by up to three years in prison.
AI-generated child sexual abuse images include images that are either partially or fully computer-generated. The software can “strip” real images and replace one child’s face with another, creating a realistic image. In some cases, the children’s real voices are also used.
Fake images are also used to blackmail children and coerce victims into further abuse.
The National Crime Agency (NCA) said it makes 800 arrests every month for online threats against children. It highlighted that 840,000 adults pose a threat to children nationally (both online and offline).

Some experts believe the government needs to do more to combat the problem. Professor Clare McGlynn, an expert on the legal regulation of pornography, sexual violence and online abuse, said the changes were “welcome” but there were “significant gaps”.
The government should ban “nudify” apps and address the “normalization of sexual activity with girls who appear very young on mainstream porn sites,” he said, describing these videos as “simulated child sexual abuse videos.”
These videos “feature adult actors but appear very young and are shown in children’s bedrooms, with toys, pigtails, braces and other markers of childhood,” he said. “This material can be found with the most obvious search terms and it legitimises and normalises the sexual abuse of children. Unlike in many other countries, this material remains legal in the UK.”

The Internet Watch Foundation (IWF) warns that more and more images of child sexual abuse are being produced with AI and are even becoming more widespread on the open internet.
The charity's latest figures show that reports of AI-generated CSAM have increased by 380% with 245 confirmed reports in 2024 compared to 51 in 2023. Each report can contain thousands of images.
