It is one of the largest bounty lists ever circulated by ISIS supporters and the first to include the names of non-American citizens. The list is written in English and Arabic and was discovered by Vocativ, a company that specializes in researching and decoding messages on the World Wide Web. Most of the names are from the United States, Australia and Canada.

The list also includes citizens from Greece, Belgium, Brazil, China, Estonia, France, Germany, Guatemala, Indonesia, Ireland, Italy, Israel, Jamaica, New Zealand, Trinidad and Tobago, South Korea and Sweden.
Vocativ declined to provide further details about those on the list and it is not known whether they have been handed over to the authorities.
