Tesla unveils Cybercab in China, rules out robo-taxi sales and service

Tesla unveiled the Cybercab to the public in China this week, but the company wants to be clear about one thing it is not: a vehicle it plans to sell there. The move has sparked debate and questions about Tesla's strategies in the Chinese market, a country that is one of the largest and most dynamic places for the development of autonomous driving technologies.

Tesla China said the presentation “does not include” selling Cybercab in the Chinese market or launching a driverless robo-taxi service — even as Chinese robo-taxi companies are running paid rides on a large scale. This highlights the difference in Tesla’s approach compared to local companies such as Baidu, Pony.ai and WeRide, which have already moved forward with commercial applications of these technologies.

Static displays begin on September 17. The Cybercab will be on display at Tesla’s Huamao Experience Store in Beijing until September 27 and at Hall LG1 north of HKRI Taikoo Hui in Shanghai until September 21. It is the car’s first public appearance in the country, and Tesla is presenting it as an opportunity to show off the vehicle’s design and technological concepts, but without any sales or commercial operations.

The Cybercab has no steering wheel or pedals. A two-seater car without manual controls cannot be registered and sold to consumers in China, just as it cannot be sold in the United States. This highlights the challenges Tesla faces in trying to introduce its technology to markets with strict regulations. The lack of a steering wheel and pedals makes the vehicle non-compliant with current regulations, which limits its commercial potential.

Tesla just rolled out a limited, supervised version of Full Self-Driving in China in early 2025 and still doesn't have the approvals to operate an unsupervised, driverless service there. This shows that, despite technological advances, Tesla faces significant hurdles in fully implementing its autonomous vehicles in markets like China, where regulations are strict and extensive testing and approvals are required.

While Tesla parks a static Cybercab in two shopping malls, Chinese companies are already running commercial driverless rides in several cities. Baidu's Apollo Go, Pony.ai, and WeRide all operate paid driverless robo-taxi services in Chinese cities and have been scaling up for years. It's the most developed driverless market on the planet, and Tesla is showing up with a car it can neither sell nor operate there.

This event highlights the challenge Tesla faces in competing in a market where local companies have already established their presence and are moving forward at a rapid pace.

This seems more like a way to attract curious people to showrooms to try to sell them a Model Y than anything specific about launching the driverless vehicle in China. This strategy can be seen as Tesla’s attempt to maintain its presence in the Chinese market and boost brand awareness, while also trying to adapt to local conditions and regulations.
