It seems that until now, Vine users could post videos with sexual content, without anyone being able to ban them. With the new terms of use, things change and videos with sexual content are considered prohibited. As the Vine team explains to us, there is no problem with this type of content, they just don't want their software to be used to create it.
On the specially designed page for sexual content on Vine, the app's team lists some cases in which nudity is allowed, such as a video of a naked protest or a video of a baby breastfeeding.
